Intelligence Can Act. People Authorize.
49GAION separates the capacity to perform work from the authority to approve its consequences. Human judgment is designed into the institution, not left as an optional final button.
Leadership sets direction
People remain responsible for defining the organization’s purpose, objectives and governing decisions. Operating units may prepare analyses, propose plans and execute authorized actions, but those capabilities do not transfer governing authority to AI. When the governance seat itself has a conflict of interest, the founding configuration names in advance either an independent position that decides in its place, or a second, independent signature the decision also needs. A conflicted seat signing alone is refused at the gateway.
Positions, not persons
Every human in the system is present, and decides, signs and is accountable, as a position: a legal position, defined only as human so that no AI fills it, and by its stated duties. No natural person is an actor of the system, and no person’s name is recorded in it. Each organization keeps its own mechanism for its human side, outside the system: it decides how positions are assigned and who holds them, including successors, deputies and boards, and it issues the credentials with which a position signs. The system checks the credential for the position, never the person. One person may hold several positions where the law allows, and the positions stay separate: two positions are two parties, and each decision is recorded under the position that takes it. Distinct positions are not, by themselves, independent. Where the law or a check needs independence, such as internal audit, it is held by a position that is independent in fact, from outside the organization if no one inside can be.
Human Floor means reserved responsibility
The Human Floor identifies the seats and decisions that stay with people: purpose, authority, consequential risk, root access and the ability to stop work. The seats are always human positions, and every decision stays the position’s own. It is not a staffing ratio. The Human Floor names nineteen kinds of work that always stay with people, and an organization can be more human, never less: the system enforces it in every edition 49GAION hands over. After the handover the floor is the organization’s own to keep, within the law. The organization’s own edition assigns these duties to real accountable positions and tests that the routes work.
Reports go straight to people
AI may prepare reports, but the route by which a report, an objection or a stop reaches a person never runs through any AI, so no AI can hold it back. Reports of wrongdoing, objections and stops also reach the governance seat directly. An independent objection path must not depend on the AI performer being challenged.
Approval belongs to a specific action
A human authorization is scoped to the decision and the accountable seat. Preparing a recommendation is not signing it; checking a policy is not changing that policy. Execution should verify that the required approval exists and remains valid for the particular action. Each signature takes a fresh live sign-in. A standing approval is signed once, and covers only changes that can be undone and do not widen access, budget or authority; every widening needs a fresh signature. Every Work Item also carries its original requester, and an act runs only within the authority of both the unit that does it and that requester, however the request is routed.
Every human position sets up its own Chief of Staff and works with AI through it. The position may give its Chief of Staff any authority it holds, from preparing each act for the position’s own hand, through approving each step or approving in full, to full access on its behalf, signing for it included, a listed decision included. Such a grant is not a standing approval. The position gives the grant itself, per action or standing, with a fresh live sign-in, and it never lets the Chief of Staff set its own limits. What the Chief of Staff signs under the grant is the position’s own decision; the decision stays the position’s.
A real stop must work from outside the unit
The framework calls for direct human stop paths for operating units and their nested components. Stopping an upper unit also stops its subordinate work. Restart is a human-authorized decision, not a privilege the stopped component grants itself. Asking an AI to stop is never the stop.
One gateway for every AI action
Every call an AI makes to a tool or an engine passes through one gateway, outside every AI. The gateway holds the keys, so no AI holds them; it logs every call; and it lets a listed decision run only with a valid signature of the position: its own, or its own Chief of Staff’s under the position’s grant. If it fails, it fails closed and no AI acts. A stop is never blocked, and any change to the gateway or the stop counts as loosening control: it needs a human signature, and it is made by a party other than the AI it constrains. A stop or a hold is never blocked; a grant or a widening needs a signature.
A reserved decision
Illustrative
An AI unit can assemble evidence for a material change in organizational access. The authorized human assesses and signs the particular change, while the unit implements only what was approved.
What institutional leaders should establish
Identify the human seats that hold reserved decisions; record permission scopes; test objection and stop routes; distinguish technical maintenance from business authority; and make the evidence of those tests reviewable at handover.
